Staff Overview

​​​Dr. Serrano-Tamayo joined Cardiff Metropolitan University as Lecturer in Project Management in February 2023. Luis teaches in the Project Management MSc programme, supervise dissertations in the MSc. Project Management and MBA (Project Management) programmes and undertakes research in Project Management.

​​​Prior to his academic post at Cardiff Metropolitan University, Luis served during 30 years in the Colombian Navy until the rank of Naval Captain. Parallel to his senior military positions, he has taught Project Management modules at The University of Manchester, in which he did his PhD in Management of Projects, as well as other high-profile Colombian Universities.

​​​Along his career, Luis have received several honours and awards. He received +10 medals of distinguished services to the Colombian Military Forces, Colombian Navy, Surface Force, Naval Academy, among others. He was distinguished as Military Scientific Researcher.

​​​Luis obtained his certificate as PMP (Project Management Professional) in 2014, after +10 years-experience leading projects into defence, technology, education, and industrial sectors into a +500 million USD portfolio, implementing multi-criteria decision-making and solving complex projects. He also led the creation of the Project Management Office of the Colombian Navy, based on PMI standards, and working together with PricewaterhouseCoopers.

​​​Luis studied his MBA at the triple crowned (AMBA, AACSB, EQUIS) School of Management at Universidad de Los Andes, being chosen as representative in the challenge “Student of the Year Award”, Association of MBA’s (AMBA). He did his MBA studies parallel to MSc studies in Mechanical Engineering. In addition, he has other postgraduate studies in National Security & Defence, Command & Senior Staff, and Maritime Politics & Strategy.

​​​His background is in defence and engineering. He holds a B.Sc. in naval-mechanical engineering (with laureate thesis), parallel to a BA in Naval Sciences from the Naval Academy “Almirante Padilla”. He spent the first 15 years of his career as engineer in naval vessels, commanding officer of naval vessels, lecturer of the naval academy, and project manager in shipbuilding and maintenance projects. In the last 15 years of his career, he consolidated his Project Management experience, becoming the only PMP certified of Colombian Navy, and leading projects, programmes and portfolios in defence, technology, education, and industrial sectors.

Research

​​His research interests focus on three areas: first, project portfolio management and strategic management; second: inclusion in project management; third, decision-making in project management. He welcomes PhD candidates who are interested in project management, and especially in the areas mentioned above.
